DNN Theme Bootstrap 4 Updated

We just updated the classic theme with many improvements and security enhancements. Here's what's new:

Updated to the latest Bootstrap 4 to increase security
Changed how bootstrap4 dependencies (pre-build CSS etc.) is loaded, to make installing much easier
Much smaller install package
Various smaller bugfixes

Still works for DNN 7.4, DNN 8 and DNN 9 :)
